INTERNAL: RUSSIAN CUSTOMS DUTY PAYMENTS AND INVOICING
 

Dear colleagues

There are currently many changes taking place with regards to customs duty payments and invoicing that AGS Froesch Moscow (AFM) would like to bring to your attention.

As some of you might be aware, AGS Froesch Moscow is no longer an HC. For this reason, we would like to remind you to send all your AGS Froesch Moscow invoices to WINCO. Please ensure that it gets processed under the CC 916 account.

We previously informed you of some specifications from the Russian customs duties that require strict adherence for cash-flow reasons.

Below you will find details of these new rules and procedures. Please be aware that it will be implemented with immediate effect.

Russian Customs duties rules and procedures:

  • All foreign citizens (except diplomats) have to pay 30% of their shipment’s customs value and no less than 4 Euro per kg to import their goods to Russia. Other rules may apply for “returning Russian citizens.” Therefore, it’s advisable to check with AGS Froesch Moscow for individual shipment requirements.
  • Import duties for individual shipments must be paid into the customs bank account before the shipment arrives. This will avoid additional costs of demurrage, warehouse handling and storage. The shipment will not be cleared and released by customs unless the import duties have been paid in advance.

AGS Froesch Moscow offers 3 options for Import duty payments:

  Option 1:  Payment by the shippers  

Who makes such a payment and how?
The shipper makes payment from their own private Russian bank account.

Who will calculate the amount?
The exact amount will be calculated by AGS Froesch Moscow and will be communicated to the client.  The client will also receive detailed instructions on how to make the bank transfer. It is important to follow the instructions step-by-step.

How long will the transfer take?
The bank transfer can take 2 to 3 working days. Please take it into consideration when timing the shipment.

How does the invoicing work?
When the payment is made, no internal invoicing is required, because the shipper is paying the Russian customs directly.

  Option 2: Payment through the shipper’s employer at a Russian company  

Who makes such a payment and how?
The employer makes the payment via a bank transfer from their Russian bank account to AGS Froesch’s bank account in Moscow. We will make the necessary arrangements to transfer money to the Russian Customs’ bank account.

What will it cost and who will calculate the correct amount?
The exact amount will be calculated by AGS Froesch Moscow and will be communicated to the employer in accordance with the calculated amount of the import duties. AGS Froesch Moscow will then provide an invoice to the employer. 3% of the import duties plus additional administration fees of €150 will be included in the costs. 

How long will the process take?
The transfer can take 2 to 3 working days, which needs to be taken into consideration when timing the shipment.

How does the invoicing work?
When the payment is done, AGS Froesch Moscow will issue an invoice for the employer in Russia.

  Option 3: Payment through a foreign bank account  

Who makes such a payment and how?
The client, their company or any third party (such as the AGS branch booking the shipment) makes the payment by bank transfer to the AGS Froesch Moscow German bank account (at WINCO GmbH).

What will it cost and who will calculate the correct amount?
The exact amount will be calculated by AGS Froesch Russia and will be communicated to the client/company/third party in accordance with the calculated amount of the import duties. An additional 3% of the import duties plus administration fees of €150 must also be paid.

How long will the transfer take?
After receiving the invoiced amount into our WINCO bank account, AGS Froesch Moscow will make the necessary arrangements for the money to be transferred to the Russian customs bank account. This process can take up to 8 working days from the date of funds arrival in the WINCO bank account. Please take this into consideration when timing the shipment.

How does the invoicing work?
WINCO will provide an invoice to the payer (AGS branch/client/company/third party).


If an AGS branch makes the transfer as a third party to the WINCO account, the following needs to be noted:

  • WINCO will provide an invoice to the AGS branch with bank details to ensure payment gets made.
  • It is the responsibility of the AGS branch to invoice its client (shipper or company) and to recover the money from them.

Considering the high values involved it is recommended that the AGS branch gets the payment from its client in advance or gets a written agreement for later payment (in case of a corporate account having credit facilities with AGS).

It is very important for AGS branches to note that this is an exception to the standard AGS Group CC/CF procedures.

AGS Froesch Moscow cannot be held responsible for any delay in the delivery of the shipment or any additional costs where this policy and/or our individual payment instructions have not been followed.

We also have to point out that, besides the payment of import duties, all relevant customs documents as per our instructions must be released to us in time to ensure effective customs clearance, and to avoid any delay which could result in additional costs for demurrage, warehouse handling and storage at the customs bonded warehouse.

Finally we remind you to avoid sending any shipments to Russia without receiving the green light from us in advance.
