The European Union’s Entry Summary Declaration (ENS), also known as the advance cargo declaration, came into effect on 1 January, 2011.
What you need to know
The regulation concerns the import, export and transit of goods in the EU, and should be rigorously followed to avoid penalties. It has been put in place to help customs identify shipments that may pose a security risk before they arrive in port, similar to the US ISF 10+2 programme.
It concerns any shipment going to the European Union, including territories such as Reunion, Martinique, Guadeloupe and French Guyana.
Information required to submit the ENS
One ENS per Bill of Lading (B/L) will be submitted electronically by the shipping line. In order to do so, you will need to supply them with the following information:
- Shipper and consignee details (including EORI number when available)
- Goods description
- HS code 99050000
- Place of loading
- Place of unloading
- Type and number of packages
- Cargo gross weight
- UN dangerous goods code (not applicable to AGS)
- Container number
- Seal number
The above guidelines should be applied in addition to existing customs regulations.
Time limits for filing
The cargo information should be submitted 24 hours before loading. The shipping line may, however, require this information further in advance.
